yeah pretty much
2+ saves aren't that bad as long as you have high Strength, helps if you're hitting on 2+ as well but even on 3+ it's still ~1/11 overall to cause damage if your W roll is a 2+
a weapon which meets those criteria and has a D characteristic of 2 or better is desirable regardless of AP; a weapon which has a high rate of fire is also desirable
it's still 5x less likely than a lascannon or multimelta but it's got the range of a lascannon and more gun food
