This setting is literally 39 000 years in the future. Do you have any notion how fucking long that is? Recorded history begins somewhere around 5--6 000 years ago. Agriculture starts 10-15k years ago. Saying nothing is going to change in this period is moronic. I'm pretty fucking sure this a plausible amount of time to actually develop darker skin as a response to different conditions on the planet.
