Oh it is but it's on par with Santa monica or Hollywood if you consider the warrens to be part of it. My biggest population complaint is that the enemy anarchs should've been thin-bloods with the mini-bosses being 14th or 13th gen. We're fighting through the war fodder, no vampire has the vitae supply to make all those ghouls.
