Both can be true. It's pretty easy to ignore the state of the city if you're doing a whistlestop tour at the big touristic landmarks and museums, which are by themselves fantastic and tend to have a much better degree of police presence for obvious reasons. Even so, you still have to step over gypsy scammers every few metres at the Eiffel Tower and other public landmarks.
