They need immigrants so that the voters will vote against wealth destroying policies since voters don't want money going to immigrants. Socialism is a lot more acceptable when the money is going to other people of your kind, the political right is afraid of this because money is their number one goal (the pleb voters can care about muh traditions and values but the politicians don't give a shit about that)
