this has always happened, though. Casablanca was famously just another decent movie when it was released but the revival theater circuit kept it alive so that film heads could keep seeing it until it became canon. Gilda, one of the best movies ever made, didn't even have a print decent enough to do this with, so it never had a VHS run or dvd until I believe it was UCLA and Scorsese and others paid for a restoration. I first saw it when Netflix switched to streaming and there's an intro thing that explains it.
