It's power is corrupting the people in its vicinity (i.e. the citizens of Derry) and it has some type of sense that gives it a window into your psychology (it can read your mind or is somehow all seeing like a supernatural Big Brother). It pervades the entire town and can manipulate people to do it's will. It's limited to an extent, it has to suggest things to people and can't simply possess and act through them, but over the eons it has been in what eventually becomes Derry it has formed a sphere of influence on the environment.

People saying "durr, it should attack a city because it can do more damage" are retards. Why does a serial killer space out his crimes instead of just engaging in a mass shooting somewhere? It's just the type of evil it chooses to engage in. There's also nothing in the book/movie about choosing it's location. It crashes into earth in the area that will eventually become Derry and remains there.
