It's all, ultimately, Gaster. Literally all of it, they're the one who set up the dominos but you're right in that they're hands-off. They set up a "true path" with only one ending (the prophecy), they introduced some agents of chaos (FRIEND, the Freedom guys and the Shadow Crystals) and then put you into his testing environment and is taking notes on what you do and how hard you try to break the system.
