I personally always felt kind of bad for Copy X. He is a nearly perfect clone of Neo Arcadia's God king and got saddled with an energy crisis that there was no immediate solution to. He pragmatically looked at the situation and found a "solution" that ensured his primary goal of protecting human kind was achieved, at the cost of Reploids. Honestly if Ciel had just stayed in Neo Arcadia and used their vast resources to get get the Ciel System up and running, the death of most of humanity might have been avoided.
