I think it's the other way around: the games are always going to be set during a crisis because that makes for an interesting setting. At least the way Bethesday makes elder scrolls RPGs.
You almost always play as a world-saving fantasy hero and there's just no way to make a game like that by setting it in a period of peace and quiet.
