They were thinking the Sultansworn would be a cool plotline instead of the actual knight-errant or even Don Quixote angle the initial premise comes up with but they don't really give you a reason to care about the Sultansworn after learning they deliberately placed an incompetent rookie in charge that refuses to grow and chases shadows. Solkzagyl similarly is a moron who buzzes around the Sultansworn like a gnat even after declining to return as captain for honor, ignoring that he was ousted from the Sultansworn in fabricated circumstances, and doesn't actually do all that much to reveal information to the Paladins or help them with the "Monetarists are lobotomizing the organization" deal. The bright spark of the first two questlines is that Constaint thinks Solkzagyl is completely fucking retarded.
