Because Persona is a non gacha franchise. P5 fans are either ironic weebs or actual JRPG fans. Neither are interested in playing a watered down gacha version. And gacha players doesn't really want to try it out since you're technically "required" to know about the franchise beforehand.
Point is; it's a game that appeals to neither JRPG players and the average gacha players. You have to be a hardcore Persona fan to play it.
