They just worded the law so that they can still ban porn where the girl is clearly supposed to appear underage even if the actress is an adult if they decide they need to. It's been a thing for many years already and is nothing new. They're not saying liking short or flat chested girls is pedophilia, they're addressing potential edge cases like an 18 year old actress explicitly roleplaying as an underage girl and going out of her way to appear as such.
