No it doesn't, many games have gotten MTL first on F95 and later official English release, if the game is good and there is interest it will be translated, if the game is shit or low budget then MTL is the only thing it will ever get.
Anti-mtl guys are just crazy in the head, the most crazy ones are the ones that get mad when a game that is like 10 years old gets a MTL and they cry because now it will not get an official translation, when it's the opposite.
