Liquid had a point, Solidus, Volgin, Liquid Ocelot, Senator Armstrong, Skull Face (even if he is legitimately retarded).
And I'm not even mentioning the other villains.
Higgs is very very simple in comparison, even if he has a pretty good mocap and voice actor behind it.
