I don't know about for Street Fighter, but for Shantae they seem to mostly get Japanese artists or artist whose styles are heavily influenced by anime. That Laura art looks absolutely vile, but I assume that's because Udon's doesn't get a ton of Japanese artists for Street Fighter, most of the Street Fighter stuff I've seen from them looks like western artists.
