I mean, the human loses every time since no human is perfect and the TAS will be as good as it is every time. Unless it's something where it was made during the event for a game not well optimized or something. Or maybe original Super Mario, where technically a human can get the same time if really good and lucky.
Maybe if the time includes any desyncs on hardware to give the human runner a chance.
