It isn't a theory in this case though, it was thought out during the original writing. It is the original intention of the author, they just deliberately chose to not reveal that information.
I don't know why I'm bothering to say this though since your second statement is completely ridiculous and obviously wrong. It's fine to have headcanon but if it's coming from a single writer then it's obviously just not true.
It only gets blurry when you have a ton of writers over a long period of time like Warhammer or TES/Fallout. Then I'd say your interpretation is as valid as any other. Just because the IP holder says something is canon does not make it true, only the original writer can follow up their work with new work. C0DA isn't canon to TES though. Like I said, it's blurry.
