Very hard to say in Japan, they all have their dedicated audiences and you can't really just go by viewer numbers to measure their popularity, and vtubing is now so ingrained in their culture that pretty much any japanese normalfag knows them. You could say Marine because she has several high production MVs, or maybe Suisei whose concerts fill stadiums in Japan, or Pekora whose viewercount is massive and she's now officially a videogame character in Death Stranding 2, but there's also Fubuki and Subaru who are "silently super popular", and this is only touching Hololive JP. Niji JP is a whole other monster since they have hundreds of vtubers employeed, and then you have indies like Shigure Ui who is as popular as your average holomember.

In terms of the west, it's very muddled because of Twitchwhores racking 10k viewers per stream because the average Twitch viewer has the standard of a dungbeetle.
