it's a quality vs. quantity type of issue. it's true that the ps1 probably has (at least) twice as many games that could be characterized as "very good" than the n64 has, but in current year nobody is going to play through 20 ps1 games and 20 n64 games to get an idea of their catalogues and make an informed comparison. instead, they maybe play (at most) 5 from each console, and the top 5 or so big-boy n64 games are much better than the ps1's top — hence the appearance of superiority
