Both Totodile and Cyndaquil are equally powerful options because both have great movesets and manage well against foes presented. Chikorita gets Razor Leaf at level 6, that's the best part and makes Chikorita good for everything before the first gym. But the other two are still much better for the first four gyms and Chikorita's early game advantage is sorta null.
