Mostly because you're only seeing the military arm of them and they are without mercy and fanatical in ways that's uncomfortable to western sensibilities.
It's like a dunecoon only seeing the USA as through the lens of the marines or army. The idea of the california soiboi who loves them doesn't compute. The same way most players never really conceptualize the legion traders behind the frontline chomping at the bit to make contact.
