The Legion is not a society, retard, it's a LEGION. It's a roaming army. It only needs 1 god, a God of War, because that is literally all it does.
There is no reason why once Caesar has his Rome, that he can't create new gods, incorporate tribal gods, etc. Just as the Romans did. The HOI4 OWB dlc shows this with Twosun's Cult of Nas being incorporated.
