No it's just a confederation, anarchism is based around a system of direct democracy which doesn't exist in an independent Vegas ending. They either exist as a relatively weak confederation of people with no central authority aand a power vacuum, or a strong confederation of people with a robot army controlled by the Courier telling everyone else to fuck off and let Vegas be neutral
An anarchist Mojave would be a system of direct democracy backed by a people's militia depending on the kind of anarchism.
