Grass starters are in a weird place where Bulbasaur ends up being amazing in Gen 1, and most grass starters after are the worst out of the trip for in-game. Meganium, Sceptile, and Serperior just don't have what it takes to beat out the other two, and even Torterra is still challenged by having multiple weaknesses. Putting Meganium in later gens doesn't help it. Gen 1 is the only one it makes sense because it gets early razor leaf which would give it a consistent critting move and access to body slam and earthquake.
