Yeah it's the least centralized option that doesn't mean the Mojave is a stateless society in the independent ending. A less centralized confederation is not a stateless society it's just a confederation of states and etc hierarchies cooperating together.
It's either a weak confederation of hierarchies or a strong confederation of hierarchies backed by the courier and a literal robot army. An actual anarchist ending would involve the dismantling of most of the factions in New Vegas.
