Zartlet has some nonsensical attacks yeah, both Geno and Paci final bosses have that fangame-esque spice that just reeks of "this game is made for people who no-hit sans, we can get away with making things go stupid hard" nonsense.
That said, the real skill issue here is the simple fact that Zartlet is not an undertale boss fight, she is a shmup boss fight and while that's awesome, i do not wish on anyone with fucked up wrists to do that fight.
