For some reason the Godzilla Earth trilogy was under some kinda "No actual monster fights" mandate to try and appeal to the kind of anime fans and general audiences that wouldn't be caught dead watching toku, even though that's an obviously retarded thought process. Like the greater emphasis on science fiction and philosophical rambling was supposed to make it feel more sophisticated then the average Godzilla project.
Urobuchi actually wanted the Mechagodzilla City to turn into a mile-high giant robot but was told no because of that shit.
