no, but gives you a hint on what they're offering. i.e. junk dealer gives you speed skeleton at 3 star and if you really like using you can max him and get the lvl3 version if you want that or you can max him later. most of the 5 star rewards are cosmetics, you can see this 3 stars as well when you get a color for your glasses, or vehicle means at 5 starts you get that color for vehciles, backpack, cosmetics, etc. also keep in mind really short deliveries don't do much to advance progress. a good example of this is mountain knot city. a bunch of short deliveries barely does anything, but a delivery of a shitton of resources from lake knot or south knot will make the progress fly.
