You act like this is an accomplishment when just about everyone in the school already did that. They even gave it a name: The Amagi Challenge. Yukiko turned down everyone who asked (and Chie chased away some too), so Mitsuo isn't unique in that regard. However, among all the people that asked Yukiko out, only he decided to go nuts and kill people afterwards.
