I don't understand this myth
I also couldn't stand Fallout 4 on release because I was very disappointed with the whole intro but a couple of years ago I gave it a fair chance and it turned out to be a good game and definitely way better than Fallout 3
Fallout 4 has quite a lot of roleplay and choices in quests and the whole perk system is not that far removed from what we had in F3 and NV, you could literally reorganise all F4 perks back into the system from the previous games and nothing would change (there are mods like that)
Meanwhile Fallout 3 is a very linear and broken experience. I also think the writing of Fallout 4 is way better than F3, they've obviously tried to do something decent and in some places I like it
