It's the payment processor's fault, but Steam could try to call their bluff and take a stand. This isn't legislation, it's just Visa and Mastercard extorting Steam.
But would they really stop doing business with Steam? Or do they just think the threat will get them what they want?
That's a lot of money they'd be giving up, and Steam could manage without them.
I mean it would suck, but we could still buy Steam giftcards at walmart or whatever. Keep $200 in your steam account all the time and it would be about the same as using a credit card.
