From what I've heard from other threads, I think Almond Eye is treated as an bonus/extra 'boss' runner that appears in a race under certain conditions

That's how almost every gacha operates. The newer stuff has to be shinier than what came before, so inevitably powercreep ends up happening, even if the game is designed in a way that slows it down.
