It's a cost-benefit analysis. Nothing is stopping them, but what did EU lose with that? I'm sorry, but if your company fails with this law in place, your company was going to fail without the resulting law. There's likely zero additional companies that fail because of the law.

It's a terrible business decision to not just conform with the law. This might seem like hyperbole, but it's not. If I was a stockholder, I would sue the company at that point. There's no way that decision was made to maximize profits.
