You act like the NCR is only what we see in Vegas. The NCR is massive and incredibly powerful, what happened in Vegas is that the Desert Rangers saw Caesar approach and knew they couldn't win alone, they invited the NCR in and the NCR for both right and wrong reasons immediately accepted but underestimated the threat.
This is the very border of the NCR, it's an insignificant amount of their actual power, and they only have trouble because sending too many forces in Vegas would be an unpopular decision in their democratic system, and not many people want to risk their lives fighting filthy khans and fiends when they could just stay at home.
The NCR isn't "corrupt at the core", it has a corrupt leader and army leader who both need to walk a fine line to not be ousted. The overwhelming majority of the NCR is meritocratic, and we meet countless extremely competent members in their ranks. The Legion is guaranteed to fall, the NCR is guaranteed to win, the only thing your choices decide is how many innocents have to die before the NCR wins.
Anti-NCR fags act like the NCR is hopelessly corrupt forever, when it's blatantly untrue, the corrupt people have to be very discreet about what they do, and there are mountains of candidates to replace them, with actual firepower if need be.
