You don't understand Net Neutrality. That was about ISPs packet shaping other large networks that used a lot of bandwidth such as Alphabet if they didn't pay up. Needless to say, those big networks had a problem with this thus they pushed Net Neutrality.
The effect of net neutrality in an ideal case would be that nothing changes for you, as a customer. In a less than ideal and likely case, it would result in you paying more for your ISPs service because you have to subsidize Internet services that you might not use such as Netflix.
The ideal case is where you use all the services that get subsidized and the prices of them go down because the costs are lower for the providers thanks to subsidies.
