How? They went from violent tribal raiders to violent tribal raiders with discipline. The Legion are genuinely just nomadic raiders, just with vastly more firepower than everyone else. They don't build shit, they do not make alliances, respect foreign cultures and gently integrate foreigners into theirs via a willing meritocracy, they just enslave you as a citizen through massive taxes that result in immediate cartel tactics the second you refuse to pay, enslave you directly, or enslave you in the army.

The Legion never developed a real culture, an autonomous way of living, a stable form of government, arts, philosophy, it is nothing but the deranged ego-trip of a psychopathic madman with no regards for the thousands of innocents he's butchered.
