This explains nothing at all why she'd want to do it at a dance or at a surprise at all, why she never asked for Inco's opinion or help. The "I love you regardless" line is a writer realizing they made her act out of character for an emotional moment they wanted to sell and are pedaling it back to make it seem like it's not a big issue.
