It's a corpo speak issue. Squeenix is ultimately a publicly traded company, so going out and saying 'Hey, this intentional choice we made was bad' in any official public stance creates a lack of trust in the eyes of the shareholders. It's the same issue with Forked Tower they said they'll work towards addressing issues, but didn't officially apologize for anything that wasn't an actual unintended bug.
It's stupid, but that's how upper level shareholder dealings work.
