A lot of shooter games fuck up with having a mentality that anti-air/anti-tank weapons should be a "deterrent." They interpret "deterrent" in that the weapon can damage the enemy and eventually force them to withdraw to repair instead of just loitering over the battlefield all game.
In War Thunder, anti-air deters aircraft with the threat of INSTANT DEATH. Granted I must admit that some of the aircraft vs anti-air balance is fucked up at higher matchmaking brackets because fire and forget smart weapons outrange the SPAA. At lower brackets noobs tend to not know how to lead their shots and/or shoot at too great of a range. But for the most part planes just instantly die if they get hit by anti-aircraft fire. That's how you DETER things. Not with a mild annoyance, but with a significant threat that they want to avoid.
