I never replay Sonic 2.
Sonic 3&K is peak of 2d sonic. It boasts the best characters, soundtrack, and levels in the entire series.
I believe many people only played 2 because it was bundled with the Genesis for the longest time. Again, 2 is vastly inferior and 3&K is a truly great game.
