Yeah but it's not as "punchy" as Sonic 2's music. The level music in Sonic 2 hits you with hard, catchy melodies, and when the level starts each of these melodies plays without any backing instrumentation so they almost act as a musical "Ready? Go!" for the level.
Sonic 3 has some jams, some funky tunes to be sure, but they don't really stand out like Sonic 2's soundtrack does.
