No, people are using them because they own the global infrastructure, as in the actual hardware that payments are transmitted on, the actual systems that do the processing. Did you think payments were being processed over, what, telephone wires? They laid out the hardware for transmitting payments in the 1950s and 60s, allowing swift transmission of money across the world. They designed it for speed above all else, because there's actually only 2 data centers in the world that handle all these transactions. Everything is routed through them. Everything, no matter where it is, so they have to be insanely fast and have essentially 100% uptime. Existing networks weren't good enough, so they built their own, and are maintained by VIsa and Mastercard to this day. Everybody has to use these networks if they want to use card networks. Except China, they have their own internal ones. Outside China though, you can't use cards if you don't piggyback on Visa/Mastercard networks.
Most people outside the USA don't actually use Visa or Mastercard directly, they use a local card company that uses the Visa / Mastercard network.
