This is easily feasible but then the normalfags will throw a fit if the graphics aren't hyper realistic instead of embracing a lower fidelity art direction that allows for the city to be fully explorable inside and out. If you took the specs for running 2077 but had the graphics at PS1 or PS2 level you'd have a lower cost shorter dev cycle with everything you listed.
