What do you think Android is? What do you think ChromeOS is? What do you think SteamOS is? This has happened multiple times. I'm sure you'll deny those are Linux distributions even though they are exactly what you're asking for.
The barrier to Linux adoption has nothing to do with not being user-friendly, devs have built multiple user friendly distributions even back when doing that required major breaks with the rest of the ecosystem, and everything to with Microsoft abusing their monopoly power to prevent Linux from being pre-installed by mainstream OEMs on broad categories of systems.
