It's all about how you make money.
Arcade games are hard as balls, short and easy to learn because they're designed to have as many people playing it as possible.

Offline console games were meant to be bought as products off the shelf (literally), they needed to be a complete package, a contained experience. so they were designed to last just enough to justify it and possibly sell you a sequel or two or X

Online games can literally be free, because the money is made by making you buy things off the online store of the game, or at least the whales buy everything off to show off to the other players. so the games need to be designed to as long as humanely possible, because the longer the player is playing the same slop, the longer he's exposed to the store.

It's not the same shit.
Of course, you can find arcade games on consoles, sega even thrived off that, but it's the exception, not the "optimal way to make money out of the platform".
"Offline games" still exist on online platforms to sell the platform and make old people happy, but it's no longer the focus.
