It's not? While there's an amount of mechanical execution required, it's just as much about knowing how to use your entire toolset.
You have slow projectile weapons, high damage hitscan ones, combo weapons, area denial ones, if anything it's closer to a fighting game and those aren't exactly about pressing buttons as quickly as possible but about accuracy and being one step ahead of your opponent.
