This change was based, it lets you get immediate momentum from anywhere without needing a specific route setup so it helps with chasing and adhoc movement from unusual positions. The long delay before health regens means that you still pay a cost for diskjumps shortly before the flag stand, so for the flag runner it's only relevant to getting new routes started from anywhere on map. Being able to jump and recover health over a long route makes me far more likely to try and start and approach from an odd position vs suiciding to do a pre-set route from spawn
It also means LD can immediately go after someone without leaving themselves fucked if they end up in fights around the enemy flag stand in a trade
