Not a single gym leader in Scarlet/Violet uses any Pokemon that knows four moves. You don't get to face complete movesets until the Elite 4.

I thought I was being so clever when I brought a grafaiai to fight against the steel titan, the giant orthworm. I used doodle to copy its earth eater ability to gain immunity to ground.
No. The Orthworm doesn't know any ground moves. It's a Steel/Ground type with no ground attacks. I'm not allowed to be fun or clever during the fight.
