I don't think the issue is whether it's hard to avoid or not.
It's all about artist preference and I personally think it always suits RPG and their grand stories.

Leitmotifs wouldn't suit a hectic level based game without any real cohesion. OP should have complained about that instead.
Like imagine the same melody being repeated throughout different stages in a difficult shmup. It would get very annoying very quickly because half the appeal of accomplishing the feat of reaching a new stage is that change in music scenery.
